Acts of Vestry

September 2004

In their September 2004 meeting, Vestry members:

  • Approved a new Personnel Appraisal Process developed by the Personnel Committee for the evaluation of clergy and staff. The committee decided to develop its own evaluation instrument after determining that there was nothing already available that was appropriate for clergy and the music director.

  • Endorsed a request by Junior Warden Jack Burton for an additional $16,000 from the Building Replacement Reserve for Baxter House brick repointing, bringing total spending on the project to $46,000. The action left a balance in the Building Replacement Reserve of $35,000.

  • Confirmed Rosemary Harold as Counsel to the Vestry.

  • Accepted a proposal, drafted by the Senior Warden and presented by Shearon Williams, to create a Youth and Family Council in order to provide a simple structure for planning of youth and family programs. The committee, composed of representatives of youth-related programs, would meet three times a year.

  • Discussed a letter recently sent to parishes in the Washington Diocese from Bishop Chane, which states that all parishioners working with youth should receive sexual abuse prevention training by June 2005. The new policy specifically requires that all Sunday School teachers participate in a three-hour training session on the topic by June 2005.

  • Endorsed a proposal governing disbursements from the General Fund of the St. Mark’s endowment. The new program will distribute funds from the General Fund, which, unlike other parts of the Endowment, is not limited to specific purposes such as building improvements. The action established a process for requesting and approving General Fund grants. The amount available each year will be determined by a formula, and money not spent in any given year will revert to the Fund. The General Fund money will be available as seed money for new initiatives aimed at expanding the St. Mark’s mission, as well as for similar one-time activities not provided for in the regular parish budget.
